ABSTRACT

The study was conducted to examine the impact of staff development and training in effective management of Government parastatals (A case study of the Enugu Electric Distribution Company, Enugu) Enugu State. The objectives of the study are: To identify the manpower training and development program of the Enugu Electricity Distribution Company Enugu State, to determine the impact of Enugu Electricity Distribution Company program on workers performance in Enugu State, to identify the problem which negatively affect the successful implementation of the Enugu Electricity Distribution Company program and achievement of the desires result in Enugu State and make necessary recommendations on ways of ensuring greater successes in future in Enugu Electricity Distribution Company Enugu State. The research questions of the study are: Is there any program for manpower training and development in Enugu Electricity Distribution Company, Enugu? Does manpower training and development program of Enugu Electricity Distribution Company have impact on the workers? Does the problem which negatively affects the successful implementation of the Enugu Electricity Distribution Company program and achievement affects the desires result in Enugu State? And are their significant recommendations on ways of ensuring greater successes in future in Enugu Electricity Distribution Company Enugu State? The research hypotheses are: H0:There is no significant impact of Staff development in effective management of parastatals in Enugu Electricity Distribution Company (EEDC), Enugu State.H0:There is a significant impact of Staff development in effective management of parastatals in Enugu Electricity Distribution Company (EEDC), Enugu State.H0:There is no improvement of Staff development in effective management of parastatals in Enugu Electricity Distribution Company (EEDC), Enugu State.HI:there is an improvement of staff development in effective management of parastatals in Enugu Electricity Distribution Company (EEDC), Enugu State. The findings are as follows: The Enugu Electricity Distribution Company has an established Staff DEVELOPMENT policy for her employees. Although there is an established training and development policy, investigation carried out reveals that the design of the manpower training and development policy and programs are deficient.  The Enugu Electricity Distribution Company undertakes both on-the-job and off the job training opportunity but seem to allow greater performance for the in the lower ranks of management and those in the non-technical areas. Certain factors were identified as militating against the efficient development of the manpower resources of the corporation. From the findings, the study hereby recommends as follows: The semployees are not to spend more than three years on a particular job or post before embarking on training. Equal training opportunities and training methods must be maintained for all cadres of workers in the organization. Management should as a matter of policy allocates substantial financial vote to the research development and training department to enable it cope with the various responsibility for staff training and development and there must be an immediate award of compensation or benefit to successful trainees.
