PROMOTING PRODUCTIVITY IN CIVIL SERVICE IN NIGERIA CIVIL SERVICE. ( A CASE STUDY OF ENUGU STATE CIVIL SERVICE COMMISSION)

CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

There historical background the civil services data back to the end of colonial masters and post independence period. After the Second World War there were about 14 British administrations in the recitation to Nigerians supported staff and our European stem others. The headquarter of the most technical departments was in Ebutometa that of the veterinary service was in vow while that agricultural and forestry was in Ibadan field administration was co-ordination from two centers Kaduna for north and Lagos. Later Enugu for the south. In 1939 southern Nigeria was split into two regions centers Easter and   Western region respectively. The Richard constitution of 1946 further divided the country into the regions namely. It was only at the end of the Second World War that effort was made to achieve some social and economic benefit for Nigerians. In the northern, Nigeria the duties of administration office included   to give out himself your service to train people to build up an efficient institution of local government and finally to facilitate the emergence of an intelligent and responsible public opinions, the system of administration that emerged on dependence was British  in character. It was also English language that was used as medium of communication in the conduct of government. The country sought civil war  six years, after independence and this was quickly followed by another six years of oil boom which brought about extreme materialism. This gave use to great indiscipline corruption and a total contemplation of order within the while society including the civil services. Having discussed the histories background of the civil services and its roles,  before an after impendence it is necessary at the stage before and after independence it is necessary at this stage to define the productivity which is the main objectives of this research.

Productivity has been defined as the volume of foods and services produced per worker with in some specified unit of the year month week day and hour. For some years now there has been constant public outcry about continued decline of productivity in the civil service. It is for this reason that  this work is been carried out in the view to  finding the causes and thereby bring about commendation that will promote productivity in the civil in general to achieve a successful result in the programme, the researcher has decided to carry out  a case study of Enugu state  civil services commission

STATEMENT F PROBLEM

There was been consistent low productivity civil services since  Nigeria become independent, this study  is set out to assess the knowledge of job motivation and use of official work hours in the civil service in order to promote productivity.

OBJECTIVES OF THE STUDY

The purpose of the present study is to large extent explained by the tittles promoting productivity in the civil service. To be more specific the objectives are as follows:-

To identify the things that make civil servant to perform below standard.

To find out the main cause of productivity decline in the civil  service commission

To determine the measures to be take in order to arrest the situation.

1.4 THEORETICAL FOUNDATION OF THE STUDY

            Femist theory applied in science education which emphasizes that it is only by changing the features of schools in the science curriculum and how  sciences is taught will significant changes be made in the participation of women in sciences  no school that sensitizing teachers on gender gap in science would facilitate closing the gender gap in as a justification  for the study.

1.6 RESEARCH QUESTION

   The research question of the present study are to a large extent explained by the little promoting productivity in civil service commission specifically they are as follows:

What should be done to improve civil servant performance?.

How would you access productivity decline in?.

To what extent do the civil servant perform of identify in the civic services?

What to do to change the situation at hand?.

1.7 SIGNIFICANCE OF THE STUDY                                         

The man significance of the study is to promote productivity in the civil service mainly in the Enugu state civil service commission.

            If the productivity of Enugu state civil state commission is promoted the following people will benefit from it,

  1. The civil servant of the commission they will benefit in the sense that the workers in commission will be enjoying good pay and allowance.
  2. The government will also benefit from the promotion with the problem of the state and complains that comes from the civil service of the commission.

1.8 SCOPE OF THE STUDY

        For one to carry out a research of this nature one would always require adequate of finance and accurate information. The inadequate of these factors affected this research in the following:

Finances

            It has been major in any type of project. This is true in the sense that some has to make some trips from one place to another in research of information unfortunately the lost of transportation has uses  greatly these days making it difficulty for the researcher to level to all the places to would have wanted.

1.9 LIMITATION OF THE STUDY

            At the time questionnaire were distributed to some members of staff of Enugu state civil services commission. Some felt reluctant to receive them on the pretence that they were too busy with office work. Some workers even complained that because they were civil service they could not answer every question.

1.10 DEFINITION OF TERMS AND ACRONYNS

Productivity refer to the ratio of input to output of labour i.e. what labour can produce within a given period usually an hour.

Bureaucracy

            This refers to the civil services

Parastatal

            This refers to government owned established set up to operate as business organization.

Incentive salaries

            This refers to a package of financial and non-financial benefits designed to motivate workers to higher productivity.

Fringe benefits:

            Incentives that are financial designed to increased the standard including wages and salaries fringe benefit promotion discipline etc.
